Dr. Satbir Singh Kadian’s splendid career is a beacon of innovation and dedication in the field of water management and sustainability. His recent accolade, the prestigious Indian Achievers’ Award 2024 under the category ‘Best Initiative in Groundwater Governance and Management,’ underscores his exceptional leadership and the transformative work carried out by his team on the Atal Bhujal Yojana in Haryana. This award celebrates the collective efforts and groundbreaking achievements in addressing critical groundwater issues through a comprehensive and sustainable approach.

His journey began with a robust academic foundation. After graduating from Thapar Institute of Engineering & Technology with a Bachelor of Engineering in Mechanical Engineering, he went on to the Indian Institute of Technology, Delhi, to complete an Integrated PhD in Functional ERP & Sustainability. His pursuit of excellence continued with a Diploma in Business Administration & Management from Harvard University and participation in the MASHAV Israel alumni program, specializing in Water Regulation, Technology, & Economics for Sustainable Water Management.

As the Engineer-in-Chief of the Irrigation & Water Resources Department, Haryana, he has spearheaded numerous initiatives aimed at enhancing water management and sustainability. His role as the Chief Executive Officer of the Haryana Water Resources Authority further amplifies his influence, allowing him to seamlessly integrate policy-making with practical implementation.

His leadership on the Atal Bhujal Yojana project has been particularly impactful. The project, titled “Implementation of the Atal Bhujal Yojana in Haryana: A Paradigm for Groundwater Sustainability,” is recognized for its innovative strategies to combat groundwater depletion. Key to its success is demand-side initiatives such as micro-irrigation, direct seeding of rice (DSR), and crop diversification under the ‘Mera Pani Meri Virasat’ program. These initiatives have significantly curbed groundwater depletion, improved water quality, and increased the availability of this vital resource in Haryana.

A cornerstone of his approach is the community-driven awareness program. Utilizing methods such as Nukkad Nataks (street shows), Bhujal Sahelis (women volunteers), and Bhujal Raths (IEC vans), his team has engaged communities at the grassroots level, fostering widespread support for groundwater conservation. This broad outreach has been reinforced by a data-driven strategy, a thorough assessment of groundwater resources, and the implementation of community-led water security plans, which are excellent examples of a strong governance structure.

The pioneering ‘Community-Based Participatory Approach (CBPA)’ has distinguished Haryana’s strategy under his leadership. By educating, motivating, and involving community members in preparing water security plans for their Gram Panchayats, the project has achieved remarkable results. This approach ensures that the strategies are both comprehensive and sustainable, with the community actively participating in and committing to groundwater management.

His initiative is a testament to his unwavering dedication to reducing groundwater extraction and promoting sustainable agricultural practices. The Indian Achievers’ Award acknowledges not only his contributions but also the collective efforts of his team and the broader community. It provides a platform to highlight their commitment to groundwater sustainability and serves as a motivating force for continued progress.
